[ANY] Smart Phrase Gag - Mutes and Replace Texts of a Player with Given Phrases by Admin Config

This is a Really Unique Plugin That Lets Admins Gag a Player.

The Twist is that The Plugin Doesn't Stops the gagged Player from typing the gagged Player sends a message and the message is changed to the user defined lines given in

configs/smart_phrases.ini

So the Gagged Person Only Sends Admin Defines Word , Its Funny and Halarious For Some Reason and I really found idea from a plugin of Chat Filter by Regex.
