It looks like you are confused between ProcessCMDS and ProtectCMDS.
Both are different and you should install only one.
ProtectCMDS is alternative of ProcessCMDS and was developed recently.
ProtectCMDS does not enable VAC on server but
ProcessCMDS does.
In my opinion, ProtectCMDS is better because it fixes many bugs and protects against various exploits. VAC is just for showing off, it doesn't do anything.
Previously I used
ProcessCMDS v1.0.9 on my servers. But now I use
ProtectCMDS v1.0.5_Stable. So no VAC now.
