How to create a server to test my server sided skins, player models etc ?

Download Clean Server Files depending on your OS on your PC.
Install Metamod.
Install Sourcemod.
Install the skins plugins and skins.
Join server using local IP address (Type status in server console).

...but where should i put the skins, weapons etc. and how to activate them in the game ?

For player skins - Sm_Skinchooser.
For weapon skins - Custom Weapons.
Read the documentation or watch attached videos.
