Solved Is apache causing lag in my css server??

I have my server running with: (UBUNTU 14.04)
1 Cpu and 1 gb Ram
I run both apache as well as css running on same server.

Players complain that the server is felling laggy.(In war, when there are 20 players, 10 players playing and rest are spectating)
I have my tickrate 66.
What should I do now??
Should I increase tickrate to 100 or use separate server for apache?
What should I do to make server run smooth??

VPS COMPANY: Amazon AWS services
Bandwith : 1.00 Gbits/sec (through TCP checked through iperf)
CPU: 1 processor (at time of 20 player)
RAM: 1gb Ram (at time of 20 players)

Bandwidth: 410 Mbits/sec(through UDP checked through iperf)

I asked for CPU and Memory usage, which is generally denoted in percentage. Both should not go above 95% (When 20 or more players are online).

tickrate, sv_maxrate, sv_minrate, sv_maxcmdrate, sv_mincmdrate, sv_maxupdaterate, sv_minupdaterate.
