Your FPS has nothing to do with the OUT in above graph.
FPS = Frames per Second. It completely depends on your computer specs.
Out/In = The last packet size in bytes received and send to the server. Packet is an UDP packet. UDP packets are used for communication between your game client and the server. Where k/s means Kilo Bytes Per Seconds.
These IN/OUT values determines the Loss/Choke you will face in game.
